DAR ES SALAAM: THE enactment of the Universal Health Insurance (UHI) law, officially known as the Health Insurance Act No 13 of 2023, marks a groundbreaking milestone in Tanzania’s quest for equitable healthcare access.

 

This milestone legislation, which came into effect on August 16, 2024, aims to dismantle the financial barriers that have long prevented many citizens from receiving essential medical care.

Spearheaded by President Samia Suluhu Hassan, the UHI embodies a vision of inclusivity, ensuring that every Tanzanian regardless of socioeconomic status has the fundamental right to affordable health insurance.

This mandates that TIRA rigorously enforce compliance and monitor service delivery to safeguard the interests of policyholders. Additionally, TIRA has the authority to ensure that health insurance schemes operate transparently, with a focus on fair treatment for all members.

 

The authority requires that these schemes register their members openly and submit contributions in a timely manner. This not only promotes accountability but also fosters trust between the insurance providers and the insured.

Guidelines for health insurance schemes

The UHI law is underpinned by a set of regulations that delineate how health insurance schemes should function. These regulations, which are categorised into eight main sections, cover essential areas such as the registration process, operational guidelines and compliance checks for healthcare providers.

For instance, TIRA is mandated to maintain an updated database of healthcare facilities that are part of the insurance schemes. This database includes critical information like facility names, service levels and registration details. By maintaining this comprehensive record, TIRA can ensure that members of the insurance schemes receive services from qualified and accredited providers.

 

Audit mechanisms and quality assurance

Quality assurance is a critical component of the UHI framework. TIRA is charged with conducting annual audits of health insurance schemes to ensure they meet regulatory standards. These audits are designed to evaluate whether the schemes are delivering the promised benefits to their members.

Moreover, TIRA has the authority to carry out special audits when necessary, which can help address any concerns that may arise about the operations of a particular scheme. By providing at least three days’ notice before conducting an audit, TIRA ensures that health insurance providers can prepare adequately, thus promoting a cooperative relationship between regulators and providers.

One of the most pressing issues is the need for widespread public awareness and understanding of the benefits of health insurance.
