- DP World has a proven track record of managing, operating, and investing in trade infrastructure in Africa for over 20 years to the highest international standards.
- We have therefore built up extensive experience and knowledge of what is needed to drive and increase trade flows. Our approach is to remove the barriers to trade, and create
a trade ecosystem to expand the flow of both intra-regional and global trade.
- Our capital expenditure in the region over the last ten years has been 1,8 billion USD, while we have a capex plan of 3 billion USD over the next four years. Infrastructure development and increased trade, drives economic growth and job creation. The sector has the potential to generate millions of direct and indirect jobs in Africa over the next decade.

DP World’s proposed investment in Tanzania has 3 key focus areas:
- Modernising the port’s infrastructure – investing in the equipment, processes, and systems at the port of Dar es Salaam to bring operations to world class levels of productivity.
- Improving ease of doing business by using technology – improving the visibility, transparency, and speed of transit of cargo across Tanzanian ports, ICDs and borders by using modern technology.
- Leveraging the hinterland to industrialize – leveraging the young, fast growing population of Tanzania and land locked countries serviced by Tanzania to develop special economic zones hosting companies wanting to sell into this region.

All of this is combined with the financial resources and appetite to make significant investments in helping to Tanzania and Africa achieve their full economic potential.
Benefits from DP World’s investment plan:
- Reduced cost of trade – due to the inefficiencies at the port, cargo is taking longer to arrive in the country and shipping lines are forced to charge higher ocean freight costs. This results in higher cost of imported goods that eventually forces customers to pay more.
- By bringing the port up to international levels of productivity, this will encourage more shipping lines to come to Dar es Salaam. This competition will lead to reduced ocean freight costs. In other markets we have seen ocean freight dropping between $500-$1000/TEU within a very short period following improved efficiency at nearby ports. Given Tanzania handles over 800,000 containers a year, assuming just a $250/TEU saving will lead to Tanzanian importers saving US$200m/year.
- Maintaining Dar es Salaam maritime gateway status – the port faces significant competition from ports across Eastern and Southern Africa to service its natural hinterland. By providing a modern world class port service, Dar es Salaam will retain its maritime gateway for the landlocked countries in Eastern and Southern Africa, and help them make the necessary investments in the mining sector to support the world’s plans to transition towards a green economy;
- Leveraging logistics infrastructure and hinterland to industralise – benefiting from Dar es Salaam location and improved infrastructure to make it the hub for:
- Value addition – developing special economic zones and logistics park to enable Tanzanian agricultural products to reach world markets in good quality and competitive price points;
- Manufacturing and distribution – leveraging the location and large local population of Tanzania to make it the preferred location for regional manufacturing and distribution across Eastern & Southern Africa
- Attracting FDI – building upon the above to attract FDI to the country, thereby creating jobs
- Government income – DPW will take over all the costs and commercial risks currently handled by the TPA as well as making all the additional investments required in the port and surrounding infrastructure, freeing up the government to spend their funds on other critical areas. As a result, the TPA & government will be significantly financially better off than its current situation.
- Visibility & transparency – by using modern technology, the visibility of trade flows and associated revenues will be significantly improved, and this will not only ensure revenue assurance but also allow the development of financial services such as trade finance to develop, increasing the access to finance of local importers and exporters, helping the country to grow faster.
Job quality and security
DP World is committed to employing all TPA employees currently working at the Port of Dar es Salaam and to train them to make them capable of succeeding in the modern global port sector. We have over 98% localization at all the ports we operate across Africa.
Training and development
- We have invested over 10 million USD in training and development of our staff in the last five years across the region.
- As a global business, staff can access knowledge and skills, as well as benefit from opportunities for further growth and development at other business units in the region and globally.
- The Health, Environment and Safety, of all our staff is our number one priority, and we ensure they get all the required training and equipment to be safe and healthy, including medical care.
Grow programme
- We have a dedicated programme called “Grow” in markets where we operate in Africa. This programme provides young local graduates with 12-24 month internships to gain work experience in the logistics sector, with a view to develop our talent and future leaders pipeline, expedite their careers, as well as give them experience to gain other job opportunities.
Community development and sustainability projects
- We invested over 11 million USD in 2020, 2021, and 2022 in clean water, health, education and women empowerment projects amongst communities where we operate
- In 2022, we invested over 4 million USD in community projects, with over 76 500 people benefitting.
- We have a strong focus on women and education and have several programmes across Africa to empower women. For example, providing bursaries and scholarships to female students attending school and university in Berbera, as well as employing more women in operational roles which have been historically held by men.
Another example is our investments in the training of rural women in Senegal to become solar engineers, enabling them to electrify their villages and uplift their communities. They now use their newly acquired skills to build and install solar home lighting systems, as well share their knowledge with others in the community. Their training has empowered them to make a real difference. Residents can charge their cell phones whenever needed, open new businesses, their children can study under lights and the village will have increased security, amongst other benefits.
